The app development cost in Pakistan is lower than in the USA, UK or UAE. That part is not controversial. The useful questions are how much lower once you count everything, and what you give up to get it. Most comparisons online answer neither: they put a cherry-picked offshore rate next to an inflated onshore one and call the difference “savings”.
This post does it differently. It uses public salary data for the onshore side, published directory rate bands for Pakistan, and a worked example with every assumption stated. If you are already leaning towards a decision to outsource app development to Pakistan, use this to build the business case; if you are not, use it to decide whether the case exists at all.
Disclosure up front: we are a Lahore-based company, so we have an interest. That is exactly why every number here comes from a named public source, and why there is a section on when the cheaper option ends up costing more.
The onshore baseline: what an in-house developer really costs
The cleanest public benchmark is US employment data. According to the US Bureau of Labor Statistics, the median annual wage for software developers was $135,980 in May 2025. The combined median for software developers, QA analysts and testers was $64.44 per hour.
That is salary only. An employer also pays for health insurance, retirement contributions, payroll taxes, paid leave, equipment, software licences, office or remote stipends, recruitment fees and the manager’s time. A common planning approach is to add 25–40% on top of base salary to get fully loaded cost. That multiplier is an assumption, not a statistic, and your finance team will have its own number. Applied to the BLS median it gives roughly $170,000 to $190,000 a year per developer.
Then factor in productive hours. After holidays, leave, meetings and admin, a planning assumption of 1,600–1,800 focused hours a year per full-time employee is reasonable. Divide the loaded cost by that and the effective hourly cost of a median US developer lands near $95–$120 per hour, before you have hired a designer, QA engineer or project manager.
Pakistan app development rates: what the market shows
On the Clutch Pakistan app developer directory, most firms with a stated rate on page one list $25–$49 per hour. We use that band for every Pakistan figure in this post. It is a self-reported band, not a price: a $25–$49 listing can mean a junior developer at the bottom or a senior lead at the top, with QA, design and project management included or billed on top.
How Pakistan’s listings compare with India, Eastern Europe and the US, and which questions turn a band into a comparable number, is covered in our post on app developer hourly rates by country. This post sticks to total cost for one fixed scope. The practical lesson is the same in both: compare vendors on a role-by-role hour breakdown, never on headline rate alone.
What you actually pay for in an hourly rate
Two quotes at the same hourly rate can deliver very different value. These are the components that separate a cheap rate from a good one.
| Component | Low-cost vendor | Established vendor | Why it matters |
|---|---|---|---|
| Seniority mix | Mostly junior, one senior reviewer | Senior lead on every project, mid-level devs | Juniors take longer and create rework |
| Project management | Developer doubles as contact | Dedicated PM, sprint reporting | Without it, you become the PM |
| QA | Developer self-tests | Separate QA on real devices | Bugs found by users cost the most |
| Design | Template UI or none | UI/UX designer, Figma prototype | Rework after build is expensive |
| Code ownership | Vendor repo, handed over at end | Client repo from day one | Protects you if the relationship ends |
| Release handling | Client does store submission | Vendor handles TestFlight and Play Console | Review rejections can stall launch |

Worked comparison: app development cost in Pakistan vs an in-house US team
Assumptions: the two-sided booking MVP from our cost breakdown: 1,480 effort hours across discovery, design, development, QA and PM, delivered over four to five months. The US in-house column uses the effective hourly cost worked out above: the BLS median salary of $135,980, loaded by 25–40% and divided by 1,600–1,800 productive hours, which gives about $95–$120 per hour. It still ignores recruitment time, so the real US figure is higher. Pakistan uses the Clutch $25–$49/hr band. Management overhead is your own team’s time spent on coordination, estimated as a share of build cost.
| Line | US in-house (median wage, loaded) | Pakistan agency ($25–$49/hr band) |
|---|---|---|
| Effective hourly cost | $95–$120 | $25–$49 |
| 1,480 build hours | $140,600–$177,600 | $37,000–$72,500 |
| Recruitment (fees, time to hire) | Not included above; often months | None; team assembled by vendor |
| Your management overhead (assumed) | Included in loaded rate | +10–15% of build cost |
| Time-zone friction for US clients (assumed) | None | +5–10% for overlap and handoff |
| Indicative total | $140,600–$177,600+ | $42,500–$90,700 |
Illustrative only. Loaded multiplier, overhead and friction percentages are stated assumptions, not market statistics. Rates are directory data, not our prices.
Reading the worked example
Even with overhead and time-zone friction added, the Pakistan column comes in meaningfully lower. But notice two things. First, once you add your own management time, the high end of the Pakistan range still sits about $50,000 below the low end of the US range, so the saving survives a pessimistic set of assumptions on the Pakistan side. Second, the US in-house figure assumes you can hire a full team quickly, which most startups cannot.
For context, Clutch’s app development cost research puts the average app project at $90,780 with most projects between $10,000 and $49,999. The Pakistan range in the table straddles the top of Clutch’s most common bracket, which is what you would expect for a two-sided product with payments. Our full app development cost guide breaks the same numbers down by app type and engagement model, and our walkthrough of how much it costs to build an app shows how the 1,480 hours are built up.
If the underlying question is whether to hire your own team at all, our comparison of in-house vs outsourced app development covers control, hiring time and knowledge retention alongside cost.
The realistic saving from building in Pakistan comes from the gap between a loaded onshore salary and a $25–$49 market rate, minus your management overhead and time-zone costs. The saving holds up, but it depends on picking a vendor that supplies PM and QA so you do not pay for them in your own time.
Total cost of ownership: the lines nobody quotes
Management overhead
Someone on your side must own the product: write priorities, answer questions, review demo builds and accept work. With an onshore in-house team this is already a salaried role. With an outsourced team it is often the founder’s evenings. Budget for a product owner at least part-time, or choose a vendor whose project manager writes acceptance criteria for you to approve.
Time-zone costs
Pakistan Standard Time is UTC+5 with no daylight saving. For US Eastern clients that is 9 hours ahead in summer and 10 in winter, so overlap needs an evening shift in Lahore. The workable model is a 2–4 hour overlap window plus disciplined async handoff: written updates, recorded demos, and a backlog that is ready before the developers start their day. Done well, it can even speed things up, because work progresses while you sleep. Our guide to working with a Pakistan dev team from the US sets out the workflow.
Rework and handover
The most expensive line in any outsourced project is rework from unclear requirements. The second is a messy handover when code is undocumented or lives in someone else’s account. Both are cheap to prevent and costly to fix.

UK clients: what changes
The cleanest UK baseline is the Home Office going rate for programmers and software development professionals (SOC 2134), which is set from median Annual Survey of Hours and Earnings pay: £54,700 a year for a 37.5-hour week, according to the Immigration Rules Appendix Skilled Occupations. Run it through the same method as the US figure: load it by 25–40% for employer costs, divide by 1,600–1,800 productive hours, and a median UK developer costs roughly £38–£48 per hour.
Time zones are the other big change. Pakistan is 5 hours ahead of GMT and 4 ahead during British Summer Time, so a 9am London stand-up falls inside the Lahore working day with no evening shift. That is why the friction line drops to 0–5% here; more on our app development company for UK businesses page.
| Line (same 1,480-hour MVP) | UK in-house (median going rate, loaded) | Pakistan agency ($25–$49/hr band) |
|---|---|---|
| Effective hourly cost | £38–£48 | $25–$49 |
| 1,480 build hours | £56,200–£71,000 | $37,000–$72,500 |
| Your management overhead (assumed) | Included in loaded rate | +10–15% of build cost |
| Time-zone friction (assumed) | None | +0–5% |
| Indicative total | £56,200–£71,000+ | $40,700–$87,000 |
The columns are in different currencies on purpose: convert at the rate on the day you compare. The loading, productive hours and overhead percentages are the same stated assumptions as the US table, not statistics. UK buyers also weigh contract governance under UK law and UK GDPR practice, so check those alongside cost.
UAE and GCC clients: what changes
The UAE runs on UTC+4, one hour behind Pakistan, which gives the strongest working-day overlap of any major market and shapes how we work as an app development company for Dubai and GCC clients. Live workshops, same-day feedback and quick fly-in visits are all practical, so the time-zone friction line is close to zero.
What we cannot give you is a UAE salary column. We found no official UAE pay statistic for software developers comparable to the BLS or ASHE figures, and recruiter salary guides are not published in a like-for-like form. Rather than guess, run the same test with your own number:
- Take the full monthly package you would pay a mid-level developer in AED (salary plus housing, transport and other allowances), multiply by 12 and add 25–40% for visas, insurance, equipment and recruitment.
- Divide by 1,600–1,800 productive hours to get an effective hourly cost.
- Multiply by 1,480 hours for the same booking MVP.
- Compare it with the Pakistan column at $25–$49/hr plus 10–15% for your own management time: $40,700–$83,400.
GCC buyers often weigh Arabic and right-to-left interface support, local payment gateway experience and data residency more heavily than headline rate. Ask any vendor, including us, for evidence of RTL layout work and gateway integrations relevant to your market.
When cheaper is more expensive
Outsourcing to Pakistan, or anywhere, is not always the right call. We would steer a client away from it in a few situations, even though it costs us the work.
If your team needs a developer sitting in your New York office during your working day, with no appetite for async communication, the overlap cost will eat the savings. If you have no one who can act as product owner, an outsourced team will build exactly what was written down, and that is rarely what you meant. And if the cheapest vendor wins by stripping QA and PM, you pay for those later in bugs, delays and your own time.
Our checklist on how to choose a mobile app development company covers the vetting questions in detail.
Signs the low quote will cost you more
- No separate QA or PM line
- Code stays in the vendor’s repository
- No working build until the end
- Vague answers about who is on the team
- No NDA before you share your idea
How to capture the saving
- Insist on a role-by-role breakdown. Compare hours and seniority, not rate. Our post on app developer hourly rates by country explains what each rate band hides.
- Protect your IP from day one. NDA before discovery, code in your own repository, and assignment of IP in the contract. See our NDA and IP protection terms.
- Demand working builds every sprint. Two-week sprints with a TestFlight or Play Console internal testing build make progress visible.
- Choose the right model. Fixed price for clear scope, a dedicated team for evolving products; compare them on our engagement models page.
- Trial before scaling. If you plan to hire mobile app developers long term, start with a two-week developer trial.
FAQs: app development cost in Pakistan
What is the hourly rate for app developers in Pakistan?
On Clutch’s Pakistan app developer directory, 13 of 16 firms with a stated rate on the first page list $25–$49 per hour, one lists under $25 and two list $50–$99. These are self-reported bands, so the rate for your project depends on seniority, whether QA and project management are included, and the engagement model you choose.
How much can I save by outsourcing app development to Pakistan?
It depends on what you compare against and how much management time you add. Against a US in-house developer, the BLS median wage of $135,980 becomes considerably more once benefits and overheads are added. The saving is the gap between that loaded cost and a $25–$49 market rate, minus your coordination and time-zone overhead.
Is app quality lower in Pakistan?
Quality depends on the team, not the country. Pakistan’s IT exports reached a record $4.6 billion in FY2026 according to the State Bank of Pakistan, which reflects a mature export industry. Vet any vendor on seniority, real-device QA, code ownership, sprint demos and references rather than location, and run a short paid trial or discovery first.
How do time zones affect cost for US clients?
Pakistan is 9–10 hours ahead of US Eastern time, so live collaboration needs an evening shift in Pakistan. Most teams run a 2–4 hour overlap window plus async handoff through written updates and recorded demos. Budget some extra coordination effort, and make sure a product owner on your side answers questions within the overlap window.
Are UK and UAE clients a better fit for Pakistani teams?
On time zones, yes. The UAE is one hour behind Pakistan, giving near-full overlap, and UK mornings overlap with Lahore afternoons all year. That reduces coordination overhead compared with US projects. UAE projects often need Arabic and right-to-left support, and UK projects usually emphasise contract governance and data protection, so check vendor experience in both.
