App development company Netherlands teams can run in English, with a Dutch-first app
Dutch clients tend to arrive with a clear brief, direct feedback and one practical worry: will the checkout still work when iDEAL becomes Wero? From Lahore we share five to six hours of the Amsterdam working day, run every workshop in English, and treat the Dutch GDPR layer and the payment migration as scope items, not surprises. Choosing an app development company Netherlands-based or remote comes down to those points, so this page covers each one.

Why Dutch teams work with a Lahore team
The Netherlands is the easiest European market for us to work with in English. The EF English Proficiency Index 2025 ranked it first of 123 countries and regions, with a score of 624. Workshops, tickets and contracts can all run in English without slowing anyone down.
The fit is strongest where the brief is already written down: an Amsterdam or Rotterdam start-up that needs iOS and Android without building a team, or a Dutch retailer or booking business adding an app to a web shop where iDEAL already carries the payments. Dutch directness helps. A plain “no” in a sprint demo saves a week of rework, and we ask for it.
We are not the right fit if your works council has a say on outsourcing and wants EU-based staff, or if developers must sit in your office. The wider trade-offs are on outsource app development to Pakistan, and the locations we serve show how other markets compare.
CET, CEST and the Caribbean Netherlands against Lahore
The European Netherlands uses CET (UTC+1) in winter and CEST (UTC+2) in summer, so Lahore (UTC+5, no daylight saving) is four hours ahead in winter and three in summer. Winter time returns on Sunday 25 October 2026, when clocks go back from 03:00 to 02:00; the switch days are set at EU level.
| Dutch time (CET / CEST) | Lahore | What happens |
|---|---|---|
| Before 09:00 | Until 13:00 (CET) / 12:00 (CEST) | Half a Lahore day already done on yesterday’s feedback |
| 09:00–09:30 | 13:00–13:30 / 12:00–12:30 | Stand-up, with a written summary in Slack or Teams |
| 09:30–13:00 | 13:30–17:00 / 12:30–16:00 | Reviews, UAT, pairing on blockers, backlog refinement |
| 13:00–14:00 (to 15:00 in CEST) | 17:00–18:00 / 16:00–18:00 | Sprint demos and release decisions |
| Bonaire, Sint Eustatius, Saba (AST, UTC−4) | Nine hours ahead | Little overlap: one call at the end of the Lahore day (your early morning), the rest written |
Assumes a 09:00–18:00 Lahore working day [[confirm Lahore office hours]]. Shared time is about five hours in winter and six in summer.
Dutch data protection: the UAVG and the Autoriteit Persoonsgegevens
The GDPR applies in full, and our GDPR compliance for mobile apps guide covers the general rules. The Dutch layer is the Uitvoeringswet AVG (UAVG), the GDPR Implementation Act, dated 16 May 2018 (Stb. 2018, 144) and in force since 25 May 2018. Your privacy notice, records and processing agreement should reference it alongside the GDPR.
The supervisor is the Autoriteit Persoonsgegevens (AP), an autonomous administrative body designated under UAVG Article 6(1). Incident runbooks for a Dutch controller should name the AP as the authority to notify; if you also have establishments elsewhere in the EU, your adviser confirms which authority leads.
One point we deliberately leave to your counsel is the Dutch age for children’s consent. GDPR Article 8 sets 16 and lets member states go as low as 13; we design age checks as a configurable threshold and your adviser confirms the Dutch figure. This is general information, not legal advice.
Gambling and gaming apps
The Remote Gambling Act came into force on 1 April 2021 and made online gambling legal, but only for operators licensed by the Kansspelautoriteit (Ksa). We build gambling features only for clients who hold or are applying for that licence; licensing is your responsibility.
iDEAL becomes iDEAL | Wero: what your checkout needs
iDEAL is the payment method Dutch shoppers know. According to iDEAL, it is being rebranded “iDEAL | Wero”, Wero is part of the European Payments Initiative, and “eventually, Wero will be the only name consumers see.” De Nederlandsche Bank supervises both.
| Stage | What the scheme says | What it means for your app |
|---|---|---|
| Early 2026 | Co-branding “iDEAL | Wero” starts | Checkout labels and logos come from your payment provider’s current assets, not hard-coded images |
| By October 2026 | All Dutch banks were to be connected to Wero; payments start moving to Wero infrastructure step by step | Test the bank-app redirect and the return to your app on both platforms |
| By 31 Dec 2027 at the latest | Banks and PSPs aim to complete the migration | Confirm your provider’s timeline in discovery; plan one release for the final rename |
| Throughout | Consumers need not change anything; merchants and PSPs must update to the new standard | Keep the method behind your provider’s SDK or API so the switch is a configuration change |
Timeline per the Dutch Payments Association (Betaalvereniging).
Invoicing in euro, and the EU rules covered elsewhere
The Netherlands adopted the euro in 1999, with cash from 2002. Invoices are normally issued in US dollars, with euro invoicing on request [[confirm EUR invoicing]]. For your app’s own payments we integrate through your chosen provider; see payment gateway integration.
As market context, 13 of the 16 firms with a stated rate on page one of the Clutch Pakistan directory listed $25–$49 per hour in October 2026. That is market data, not our price. EU rules beyond GDPR, such as the Accessibility Act and AI chat disclosure, apply to Dutch apps as they do to German ones; our Germany page summarises them, so we do not repeat them here.

Dutch-language UI and the Android-heavy market
Dutch is the only nationwide official language. Frisian is official in the province of Fryslân only, Papiamentu is co-official in Bonaire, and English is co-official in Saba and Sint Eustatius. English is widely spoken but is not official in the European Netherlands, so a consumer app should launch in Dutch, with English as a second language for expats and tourists.
In practice we agree in discovery whether the app addresses users as u or je, keep every string in resource files from the first sprint, and test layouts with long Dutch compound words. Dates, euro amounts with decimal commas and postcodes follow Dutch formats. Dutch copy comes from your team or translator [[confirm Dutch copywriting option]].
The platform split is lopsided. StatCounter’s September 2026 figures for share of mobile web traffic show Android at 68.16% and iOS at 31.82% in the Netherlands. That makes an Android-first plan reasonable when budget forces a choice, tested on mid-range devices, though a third of users on iPhone is too many to ignore for long. Our Android app development page covers device testing.
How an engagement runs for a Dutch client
How we work describes the full method. For Dutch projects, payment provider and language choices move to the front.
First call, in English
A first conversation in English, before 13:00 Dutch time, with the NDA in place before discovery.
Discovery: payments and language
One to two weeks of workshops that settle your provider’s iDEAL | Wero route, u or je, and the data map your UAVG processing agreement will reference. A fixed price follows.
Sprints with Android-first testing
Two-week sprints, each ending with a build on Play internal testing and TestFlight; on an Android-first plan, mid-range Android phones are tested first.
MVP and checkout testing
An MVP takes 8 to 16 weeks after discovery. Checkout is tested in your provider’s sandbox for the redirect to the bank app and the return.
Launch and the Wero switch
Submission from your store accounts, with one release kept for the final rename; banks and PSPs aim to finish the migration by 31 December 2027. Then fixed price, a dedicated team billed monthly in advance, or time and material in arrears under a cap; see engagement models.
Send us your Dutch app brief
Name your payment provider and whether the app should open in Dutch or English. Within one business day you get our view on how your checkout handles the Wero migration, the UAVG points for your processing agreement and a proposed discovery start.
App development company Netherlands: FAQ
What is the time difference between the Netherlands and Pakistan?
Lahore is four hours ahead of the European Netherlands in winter (CET) and three hours ahead in summer (CEST). Pakistan does not change its clocks. With a 09:00 to 18:00 Lahore day, that gives roughly five shared hours in winter and six in summer. Bonaire, Sint Eustatius and Saba are nine hours behind Lahore.
Which law and regulator apply to personal data in a Dutch app?
The EU GDPR, plus the Dutch implementation act, the Uitvoeringswet AVG (UAVG), in force since 25 May 2018. The supervisor is the Autoriteit Persoonsgegevens, designated under UAVG Article 6(1). We act as processor under a written agreement and your adviser confirms the specific obligations. This is general information, not legal advice.
Will our iDEAL checkout break when Wero takes over?
Not if it is built through your payment provider. iDEAL is moving to iDEAL | Wero, with banks and providers aiming to finish the migration by 31 December 2027 at the latest. Consumers do not need to change anything, but merchants and providers must update. We keep the method behind the provider’s integration so the change is configuration, then test redirects on both platforms.
Should a Dutch app launch on Android first?
It often can. StatCounter’s September 2026 data on share of mobile web traffic puts Android at 68.16% and iOS at 31.82% in the Netherlands. If budget forces a choice, Android first reaches more users, but a cross-platform build usually covers both for less than two native apps, so we compare both options in discovery.
Do you write the Dutch text in the app?
We build the app for Dutch from the first sprint: strings in resource files, layouts tested with long compound words, and Dutch date and number formats. The Dutch copy itself normally comes from your team or translator [[confirm Dutch copywriting option]].
Can you build a gambling or betting app for the Dutch market?
Only for an operator that holds, or is applying for, a licence from the Kansspelautoriteit. The Remote Gambling Act, in force since 1 April 2021, legalised online gambling for licensed operators. Licensing and compliance are the operator’s responsibility; we build to the requirements your compliance team sets. This is general information, not legal advice.
