App Development Cost: What Drives the Number and How to Control It

App development cost is effort hours multiplied by a rate, plus the running costs nobody puts on the first quote. This guide shows how we estimate hours, which features push them up, what Apple and Google charge, and how to cut the bill without cutting the quality your users notice.

Every figure here is either sourced market data or a clearly labelled effort estimate. None of it is a price list.

  • Hours-based estimates with stated assumptions
  • Store fees and upkeep included, not hidden
  • Fixed quote after a short discovery

What the market says app development costs

As a starting benchmark, according to Clutch’s app development cost research (updated September 2026), most app projects reviewed on its platform fall between $10,000 and $49,999. The average project cost is $90,780, the average monthly spend is $8,188 and a typical project runs about 11 months.

The gap between the typical range and the average tells you something useful: a minority of large, long-running products pull the average up. Most first versions are much smaller. If someone quotes you a six-figure sum for a simple booking app, ask what is in it. If someone quotes a few thousand dollars for a two-sided marketplace, ask what is missing.

Rates vary by market and are hard to compare like for like, because many firms listed in one country deliver from another. For Pakistan specifically, Clutch’s Pakistan directory shows 13 of the 16 firms with a stated rate on page one listing $25 to $49 per hour. We use that band in the examples below as an assumption, not as our price. Our breakdown of app developer hourly rates by country sets it beside Clutch listings for India, Vietnam, Eastern Europe, the UK and the US. For a country-by-country view, see app development cost in Pakistan vs the USA, UK and UAE.

The seven drivers of app development cost

Hours come from scope. These are the levers that move the hour count most, roughly in order of impact on a typical project.

1. Number of user roles

Each role (customer, driver, vendor, admin) is close to a separate app experience. A two-sided marketplace is usually far more than twice the work of a single-role app.

2. Screens and flows

Count unique screens, not total views. Onboarding, profile, settings and empty or error states add up quickly and are often forgotten in early lists.

3. Integrations

Payments, maps, calendars, CRMs, ERPs and health or banking APIs each bring setup, edge cases and testing. A poorly documented third-party API can cost more than the feature it powers.

4. Backend and admin panel

Most apps need a server, a database and a web admin for your team. A managed backend such as Firebase reduces hours; custom business logic increases them.

5. Platforms

One cross-platform codebase or two native apps. Per Clutch, separate native iOS and Android builds roughly double the cost of one cross-platform build.

6. Design depth

A clean design-system UI is quicker than custom illustration, motion and branded components on every screen. Both are valid; they cost differently.

7. Compliance and security

Health, finance and children’s apps need extra work on data handling, audit logs and testing against OWASP MASVS. Budget for it from day one.

Worked example: estimating a booking app

Here is how we turn a scope into a range. The app is a service-booking app for a chain of clinics or salons: customers browse services, book a slot, pay a deposit and get reminders. Staff see their schedule. The business manages everything from a web admin.

Effort estimate by area (typical effort, not a quote)

  • Discovery and scope: 40 to 60 hours
  • UX/UI design, around 25 screens: 100 to 140 hours
  • Cross-platform app (Flutter or React Native): 320 to 420 hours
  • Backend, APIs and payments integration: 160 to 220 hours
  • Web admin panel: 80 to 120 hours
  • QA on real devices and automated tests: 100 to 140 hours
  • Project management and release: 60 to 90 hours

Total: roughly 860 to 1,190 hours.

Applying the rate assumption

Using the $25 to $49 per hour band from the Clutch Pakistan directory as an assumption: 860 hours × $25 = $21,500 at the low end, and 1,190 hours × $49 = $58,310 at the high end. That is a wide range on purpose. Discovery narrows it, because the biggest unknowns are integrations and the admin panel, not the screens.

Building the same scope as two native apps would add most of the 320 to 420 app hours again, in line with Clutch’s finding that native for both platforms roughly doubles the app-side cost.

Assumptions behind this example

  • One customer app on iOS and Android from a single cross-platform codebase
  • Two roles in the app (customer, staff) plus a web admin
  • One payment provider, push notifications, email reminders
  • Standard design system, no custom animation
  • Rate band is market data from Clutch, used as an assumption only
  • Store fees, hosting and maintenance are extra (see below)

App development cost by complexity tier

Tiers are defined by scope, not by price. Hours are our typical effort estimates for design, build, QA and management of a first release on iOS and Android from one cross-platform codebase.

Tier Typical scope Typical effort (hours) At the $25–$49/hr band
Simple 1 user role, 8 to 15 screens, login, content or forms, 1 to 2 integrations (analytics, push), managed backend 300 to 600 $7,500 to $29,400
Medium 2 roles, 15 to 35 screens, payments, maps or calendar, custom API, basic web admin 600 to 1,200 $15,000 to $58,800
Complex 3 or more roles, 35+ screens, real-time features (chat, tracking), several third-party integrations, rich admin and reporting 1,200 to 2,500 $30,000 to $122,500
Advanced / regulated Complex scope plus compliance work, offline sync, AI features, video, or hardware integration 2,500+ Scope-dependent; discovery required

Hour ranges are our own typical effort estimates, not guarantees. The dollar column simply multiplies hours by the Clutch Pakistan $25–$49/hr band for illustration and is not our pricing.

Typical effort by app type

Same caveat: these are effort estimates for a first release with one cross-platform app and a backend. Your scope may land outside the range.

App type What usually drives the hours Typical effort (hours)
Content or information app CMS integration, offline reading, push notifications 300 to 550
Booking / appointments Calendar logic, availability rules, payments, reminders 800 to 1,200
E-commerce store app Catalogue, cart, checkout, order tracking, store platform API 700 to 1,300
On-demand delivery (customer, rider, admin) Three experiences, live location, dispatch logic, payouts 1,800 to 3,000
Marketplace (buyers and sellers) Listings, search, messaging, payments with split payouts, moderation 1,500 to 2,800
Fitness or wellness Workout content, tracking, HealthKit / Health Connect, subscriptions 800 to 1,500
Fintech or wallet KYC, ledger accuracy, security testing, audit trail 2,000 to 4,000
Telemedicine Video calls, scheduling, records, privacy controls 1,600 to 3,000
AI-assisted app Model or API selection, prompt design, evaluation, cost controls 800 to 2,000

Hours exclude ongoing costs. Worked examples: the cost to build an app like Uber, food delivery app development cost and telemedicine app development cost. Marketplace, messaging and social products are broken down in the cost to build an app like Airbnb, the cost to build an app like WhatsApp and the cost to build an app like Instagram. For AI features specifically, see our guide to AI app development cost.

How platform choice changes the cost

Platform is the single biggest yes-or-no decision in the budget. Clutch’s research finds that building separate native iOS and Android apps roughly doubles cost compared with one cross-platform build. That matches what we see on the app side; the backend and admin are shared either way, so the total project rarely doubles exactly. Our Flutter app development cost breakdown shows a worked example.

Choose cross-platform if

Choose native if

  • The product depends on heavy device features: advanced camera, Bluetooth hardware, background audio, widgets or watch apps.
  • Your audience is mostly on one platform and you can launch there first. See iOS app development.

Our longer comparison is native vs cross-platform app development.

Get your own range in a few minutes

The calculator uses the same logic as this page: your platforms, screens, features, backend and design depth become effort hours, QA and project management are added, and a default $25 to $49 per hour band turns that into a cost range and a timeline in weeks. It is a ballpark, and it is free.

Hidden and ongoing app costs

These are the costs that arrive after the build invoice. Put them in the budget before launch, not after.

Cost What it is Amount or rule
Apple Developer Program Required to publish on the App Store $99 per year (Enterprise $299 per year)
Google Play Console Required to publish on Google Play One-time $25
Apple commission On digital goods and subscriptions sold in-app 30% standard; 15% under the Small Business Program for developers with up to $1M proceeds in the prior calendar year
Google Play commission On digital goods and subscriptions sold in-app Depends on market, earnings tier, subscription vs one-off, and whether you use Google Play Billing. US, UK and EEA since 30 June 2026 (Australia and Japan since 30 Sept): service fee from 10% on the first $1M and 10% on auto-renewing subscriptions, plus a 5% billing fee only with Google Play Billing. Other markets: 15% on the first $1M, 30% above, 15% on subscriptions
Hosting and backend services Servers, database, file storage, push, email and SMS Usage-based; scales with users and media
Third-party APIs Maps, payments processing, video, AI model calls Usage-based; check each provider’s pricing early
Monitoring Crash reporting and performance (Crashlytics, Sentry) Free tiers exist; paid plans as volume grows
Apple build requirement Since April 28, 2026, App Store uploads must be built with Xcode 26+ and the iOS 26 SDK Forces periodic rebuilds and dependency updates
Google target API requirement From August 31, 2026, new apps and updates must target Android 16 (API 36); extension available to Nov 1, 2026 Annual target-SDK updates; older targets lose visibility on newer devices
Maintenance and small features Bug fixes, OS updates, library upgrades, security patches Plan a monthly support budget or retainer

Store fee and commission figures are from SplitMetrics’ summary of Apple and Google fees, updated for Google’s June 2026 fee change. Requirements are from Apple Developer news and Android Developers documentation.

Why OS update deadlines belong in your budget

Apps are not finished when they launch, because Apple and Google keep moving the floor. Apple’s upcoming requirements notice confirms that since April 28, 2026, uploads must be built with Xcode 26 or later against the iOS 26 SDK. On Android, Google Play’s target API policy requires new apps and updates to target API level 36 from August 31, 2026, and existing apps must target API 35 or higher to stay visible to new users on newer devices.

In practice each of these means updating dependencies, fixing deprecations and retesting on real devices. A well-maintained codebase handles it in days. A neglected one with outdated libraries can take weeks, which is why regular small updates are cheaper than one big rescue. Our app maintenance cost checklist breaks the budget down.

Ways to reduce app development cost without hurting quality

Cutting cost by hiring the cheapest team is the most expensive mistake on this list. These cuts remove hours, not quality.

  • Launch one role first. Build the customer app and run the supply side from the web admin until it hurts.
  • Use a managed backend (Firebase or similar) for authentication, storage and push instead of building them.
  • Pick cross-platform unless a specific device feature demands native.
  • Prototype in Figma and test with five real users before development. Changing a prototype costs hours; changing shipped code costs sprints.
  • Replace custom features with proven services: Stripe for payments, a hosted chat SDK, a maps provider.
  • Write acceptance criteria for every story so QA tests against a definition, not opinion.
  • Cut “nice to have” settings, themes and edge-case flows from version one, and log them in the backlog.
  • Give fast feedback. A week of waiting on sign-off is a week the team spends on lower-value work or idles.
  • Plan an MVP with a hard scope line. Our MVP app development service is built around this.

How fixed-price quotes work

A fixed price is only as reliable as the scope behind it. That is why we quote fixed prices after discovery, not before. Discovery takes one to two weeks and produces user flows, a screen list, an integration list, a backlog with acceptance criteria and an architecture note. The quote is built from that document, line by line, in hours.

Once agreed, the price covers everything in scope. Anything new goes through a change request: we estimate it in hours, you approve or decline in writing, and the plan updates. That keeps the budget predictable without freezing the product.

If your scope is still moving, a fixed price is the wrong tool. Time and material or a dedicated team will cost you less in renegotiation. Compare options on our engagement models page, and see the full delivery flow on how we work. For a narrative walk-through of budgets by app type, read how much does it cost to build an app.

What a complete app quote should include

Use this list to compare quotes line by line. A missing line is not a saving; it is a cost that arrives later as a change request.

  • Hours broken down by area: discovery, design, app, backend, admin panel, QA, project management
  • The platforms covered and the framework proposed, with a reason
  • Every third-party integration named, with who pays its usage fees
  • Number of design rounds and whether a clickable prototype is included
  • Device and OS versions used for QA, and whether automated tests are included
  • App Store and Google Play submission, including handling a rejection
  • Who owns the code, designs and store accounts, and when IP transfers
  • Warranty period for defects after launch and what counts as a defect
  • How change requests are estimated and approved
  • Payment milestones tied to installable builds

App development cost FAQ

How much does it cost to develop an app?

Clutch reports that most app projects reviewed on its platform cost between $10,000 and $49,999, with an average of $90,780 pulled up by large projects. Your number depends on effort hours, driven by roles, screens, integrations and platforms, multiplied by the team’s rate. A simple single-role app may need a few hundred hours; a multi-role marketplace can need several thousand.

Why do app development quotes vary so much?

Vendors are often quoting different scopes. One includes the admin panel, QA and store submission; another quotes only the app screens. Rates differ by market too. Ask every vendor for hours by area (design, app, backend, admin, QA, management) and a written list of assumptions. Comparing hours and assumptions tells you far more than comparing totals.

Is a cross-platform app cheaper than native?

Usually, yes. Clutch finds that building separate native iOS and Android apps roughly doubles cost compared with one cross-platform build. The backend and admin panel are shared either way, so total project savings are smaller than the app-side savings. Native still makes sense when your product depends on advanced device features or targets mainly one platform.

How much does it cost to maintain an app each year?

Maintenance covers bug fixes, OS updates, dependency upgrades, hosting and store fees. Fixed items include Apple’s $99 annual developer fee. Variable items scale with users. Annual OS deadlines, such as Apple’s Xcode 26 rule and Google Play’s API 36 target, also require engineering time. Plan a monthly support budget rather than waiting for something to break.

What hourly rate should I expect from a Pakistani app developer?

On Clutch’s Pakistan app developer directory, 13 of the 16 firms with a stated rate on page one list $25 to $49 per hour, one lists under $25 and two list $50 to $99. Treat these as market signals. The rate matters less than the hours a team needs to ship your scope at the quality you expect.

Do Apple and Google take a cut of my app revenue?

On digital goods and subscriptions sold in-app, yes. Apple’s standard commission is 30%, or 15% under the Small Business Program for developers earning up to $1M in the prior calendar year. Google Play’s fees depend on market and billing method: in the US, UK and EEA the service fee now starts at 10% on the first $1M and on subscriptions, plus 5% only if you use Google Play Billing, while other markets stay at 15% to 30%.

Can I get a fixed price for my app?

Yes, once the scope is defined. We run a one-to-two-week discovery that produces user flows, a screen list, integrations and acceptance criteria, then quote a fixed price from that document. Changes after sign-off are estimated in hours and approved in writing. If your requirements are still shifting, time and material is usually cheaper.

What is the cheapest way to build an MVP?

Cut scope, not quality. Launch one user role, run the rest from a simple web admin, use a managed backend and proven services for payments and chat, and choose cross-platform. Test a clickable Figma prototype with real users before development. That combination removes the most hours while keeping a stable, reviewable app.
