The pitch for Flutter is one codebase: write the mobile app once in Dart, ship it to iOS and Android, and stop paying two teams to build the same screens twice. That trade lowers Flutter app development cost, but only on part of the budget. Backend, design, admin panel and project management cost the same whatever framework draws the screens.
This breakdown shows exactly where the savings land. If you are scoping a build, our Flutter app development page covers how we work, and if you need people rather than a project, see hire Flutter developers. For a fast range on your own scope, use the app cost calculator.
The method follows our guide on how much it costs to build an app: effort hours by role and component, times a market rate band, plus running costs. The hours are our typical planning estimates, not quotes. The dollar figures apply the $25–$49/hr band most firms list on the Clutch Pakistan app developer directory to show the arithmetic.
What Flutter saves, and what it does not
Clutch’s cost research says building separate native iOS and Android apps roughly doubles cost compared with one cross-platform build. That is a fair headline. In practice the multiplier lands a little under 2x, because only some lines double:
- Shared once in Flutter: UI screens, state management, business logic, API client, most tests.
- Still per platform: store listings and review, signing, some permissions and configuration, platform channels for native APIs, and device testing on both operating systems.
- Unaffected by the framework: discovery, design, backend, admin panel, project management.
Flutter draws its own UI with the Impeller renderer, the default on iOS and on Android API 29+ since Flutter 3.27 (and the only renderer on iOS). That is why custom, brand-led designs are cheap to build in Flutter: the same pixels render on both platforms. The flip side is that a platform-native look has to be designed in deliberately rather than inherited.
Flutter app development cost: worked example by component
Assumptions: a two-sided booking or ordering MVP with about 25 screens, two user roles, email and social login, card payments via Stripe’s Flutter SDK, maps, push notifications, in-app account deletion, and a web admin panel. One Flutter codebase for iOS and Android. Node.js or Laravel API with PostgreSQL; Firebase for auth and push. No chat, offline mode or AI in version one.
| Component | Typical effort estimate (hours) | What the hours cover |
|---|---|---|
| Discovery & specification | 50–70 | User flows, backlog with acceptance criteria, package and plugin review, architecture plan |
| UI/UX design | 130–180 | Design system mapped to Flutter widgets and theme, high-fidelity screens, prototype |
| Flutter app (iOS and Android) | 420–580 | About 25 screens, Riverpod or Bloc state, API client, Stripe SDK, maps, push, deep links, localisation setup |
| Platform-specific work | 40–80 | Permissions, iOS and Android config, flavours, one or two small platform channels |
| Backend & API | 220–320 | Data model, business rules, auth, payment webhooks, notifications, file storage |
| Admin panel | 100–160 | Users, content, orders or bookings, basic reports |
| QA: automated and real devices | 160–220 | Widget, golden and integration tests in CI, manual device matrix on both platforms |
| Project management & release | 100–140 | Sprints, demos, Codemagic or GitHub Actions pipeline, signing, store submission |
| Total | 1,220–1,750 | At $25–$49/hr: $30,500–$85,750 |
Typical effort estimate for planning, not a quote. Dollar figures apply the Clutch Pakistan directory band ($25–$49/hr) as market data, not our prices.
The same scope as two native apps
Build that scope natively in Swift and Kotlin and the Flutter app line (420–580 hours) becomes two app lines of similar size. Platform-specific work shrinks, because each native app talks to its own APIs directly, but QA grows because two codebases need separate automated tests. Design, backend, admin and management barely move.
Our rough planning view: the native version of this MVP lands around 1,650–2,300 hours against 1,220–1,750 for Flutter, a saving of roughly a quarter of the total. The saving on the mobile line alone is close to half, which is where Clutch’s “roughly doubles” comes from.
Choose native anyway when the app lives on platform features: heavy background processing, advanced camera or AR pipelines, Apple Watch or widgets as core features, or strict platform-look requirements. Our native vs cross-platform guide has the full checklist, and Flutter vs React Native compares the two main cross-platform options.
Flutter effort ranges: simple app to scale
Version one and scale rows are cumulative with the MVP. The simple-app row is a separate, smaller product.
| Stage | Typical effort estimate (hours) | At $25–$49/hr | Typical scope |
|---|---|---|---|
| Simple Flutter app | 400–800 | $10,000–$39,200 | One user role, 8–15 screens, login, content or forms, push, managed backend such as Firebase |
| MVP (two roles, payments, admin) | 1,220–1,750 | $30,500–$85,750 | The worked example above: about 25 screens, custom API, payments, maps, admin panel |
| Version 1 (growth) | 2,000–3,000 | $50,000–$147,000 | Chat, offline sync, subscriptions, analytics events, multi-language, more roles, deeper admin reporting |
| Scale (platform) | 3,500–6,000+ | $87,500–$294,000+ | Multiple apps in the suite, real-time features, modular architecture, web or desktop targets, load testing, security testing |
Typical effort estimate, not a quote. Dollar column multiplies hours by the Clutch Pakistan $25–$49/hr band for illustration.
Flutter roughly halves the mobile development line, not the whole budget. If a quote claims Flutter makes your entire project half price, check what happened to backend, admin and QA.
Hidden costs specific to Flutter projects
Plugins and packages
Most device features come from pub.dev packages. A well-maintained package saves days; an abandoned one becomes your problem at the next OS release. Discovery should include a package review: maintainer activity, platform support, and whether you would be able to fork it.
Platform channels
When no good package exists, a developer writes a platform channel or Pigeon interface in Swift and Kotlin. Simple calls take hours; a full native SDK bridge can take weeks. Budget for this whenever the app touches Bluetooth hardware, specialist payment terminals or niche vendor SDKs.
Platform features outside Flutter
Home screen widgets, Apple Watch and Wear OS apps and Live Activities are written natively. If they are core features, they are separate line items.
App size and performance tuning
Flutter apps ship their own engine, so binaries are larger than a minimal native app. That rarely matters, but if your market has many low-storage Android devices, reserve time for size and startup tuning.

Flutter line items that sit outside the shared codebase
The hidden costs above become line items once you name them. These are the additions we price separately on Flutter projects, because the work happens in Swift, Kotlin or store tooling rather than in shared Dart code.
| Item | Typical effort estimate (hours) | At $25–$49/hr | Why it is not shared |
|---|---|---|---|
| Small platform channel (one native call, such as a device setting) | 8–24 | $200–$1,176 | Written once in Swift and once in Kotlin, plus a Dart interface |
| Full native SDK bridge with Pigeon (payment terminal, vendor SDK) | 60–160 | $1,500–$7,840 | Two native integrations, error mapping and device testing on both platforms |
| Home screen widgets on iOS and Android | 60–120 | $1,500–$5,880 | WidgetKit and Android widgets are native UI, with data shared from the Flutter app |
| Apple Watch or Wear OS companion app | 250–450 | $6,250–$22,050 | A separate native app with its own UI, sync and store review |
| Subscriptions through StoreKit 2 and Play Billing, with server validation | 60–120 | $1,500–$5,880 | The plugin is shared, but products, sandbox testing and receipt checks are per store |
Typical effort estimate, not a quote. The dollar column multiplies hours by the Clutch Pakistan $25–$49/hr band for illustration, not our pricing. If two or more of these are core features, recheck the Flutter vs native comparison above.
Buying the hours and paying the stores
The same Flutter hours can be bought as a fixed price project, a dedicated team, time and material or staff augmentation; our engagement models page compares them, and our guide on how to hire Flutter developers covers vetting individuals.
Flutter does not change store costs: Apple’s $99 a year, Google Play’s one-time $25, and commission only on digital goods and subscriptions, with current rates on our in-app purchases and subscriptions for mobile apps page.
Running and maintenance costs
- Backend and third-party services: hosting, database, maps, SMS, payments and crash reporting are usage-based and framework-neutral.
- Flutter SDK upgrades: new stable releases arrive regularly. Staying within a release or two keeps upgrades small; skipping a year turns one into a mini project.
- Store requirements: since April 28, 2026 Apple requires uploads built with Xcode 26 and the iOS 26 SDK, and from August 31, 2026 Google Play requires new apps and updates to target Android 16 (API 36). Flutter projects meet these through SDK and plugin upgrades plus native project config.
- Package drift: plugins need updating alongside the SDK; abandoned ones need replacing.
The upside: one codebase means one upgrade, one regression pass and one release train instead of two. Our app maintenance cost guide has a full checklist.
How to keep a Flutter build on budget
- Design with Flutter in mind. A design system mapped to a Flutter theme and reusable widgets cuts both design and build hours.
- Pick state management once. Riverpod for most apps, Bloc for larger or audit-heavy ones. Switching mid-project costs sprints.
- Use a managed backend for simple apps. Firebase removes weeks for single-role apps; move to a custom API when business logic grows.
- Automate releases early. A Codemagic or GitHub Actions pipeline that builds, signs and uploads to TestFlight and Play internal testing pays for itself within a few sprints.
- Test on real devices from sprint one. Cheap Android phones find performance issues an emulator never will.
FAQs about Flutter app development cost
How much does it cost to build a Flutter app?
A simple single-role Flutter app typically needs 400–800 hours. A two-role MVP with payments, maps and an admin panel needs about 1,220–1,750 hours. At the $25–$49 per hour band most firms list on Clutch’s Pakistan directory, that MVP is roughly $30,500–$85,750. These are planning estimates; your scope and backend choice set the real number.
Is Flutter cheaper than native development?
For most apps, yes. Clutch reports that separate native iOS and Android apps roughly double cost versus one cross-platform build. In our planning, the mobile development line falls by close to half and the total project by roughly a quarter, because design, backend, admin and project management are the same either way.
Is Flutter cheaper than React Native?
For the same scope the hours are usually similar. The real cost difference comes from your team: React Native suits teams with React and TypeScript skills or apps sharing logic with a web product, while Flutter suits design-led apps that need identical UI on both platforms. Choose on fit and hiring, not on a small difference in estimates.
How much does it cost to maintain a Flutter app?
Plan a recurring monthly block for Flutter SDK and plugin upgrades, bug fixes, backend monitoring and annual store requirements such as Google Play’s Android 16 target. One codebase means one upgrade and regression pass, which is cheaper than maintaining two native apps. Hosting and third-party services are usage-based and separate.
Should I hire Flutter developers or outsource the project?
Outsource a fixed-price project when the scope is defined and you want one accountable team. Hire dedicated Flutter developers or augment your team when you have a product lead and an evolving roadmap. Either way, insist on code in your own repository, sprint demos on real devices and a trial period before committing long term.
