Insurance app development for claims, policies and the people who sell them

Insurance app development is mostly about the worst day of someone’s year. A policyholder reports a burst pipe or a car accident on a phone with a cracked screen, and the app either gets clean evidence to the claims team or creates a week of phone calls. We build claims, policy servicing, quote-and-buy and agent apps for insurers, brokers, MGAs and insurtechs in the USA, UK, EU, UAE and Pakistan, designed around your core systems and your data rules. This page sits in our industry app development hub.

  • Claims flows that work offline and resume
  • Document and photo capture with quality checks
  • Audit trails your compliance team can export
  • NDA signed before discovery

The problems insurance apps have to solve

Many insurers already have an app, and a common complaint is that it is a PDF viewer with a login. Customers open it once to download a certificate, then phone the call centre for everything else, so the app adds a channel without removing any cost.

Three things usually cause that. First, the app sits on top of a policy administration or claims system that was never built for real-time mobile calls, so every useful action becomes “we will email you”. Second, claims capture is designed as a long form, when the user is stressed, outdoors and on a weak signal. Third, nobody owns the data map, so legal blocks the features that would help, like pre-filled claims or photo analysis, because no one can say where the data goes.

We fix the first with an integration layer in your backend, the second with a capture-first claims flow, and the third by producing the data map in discovery. Licensing, product approval and claims decisions stay with you and your regulator; we build the tools.

Insurance apps we build

Pick the flow that removes the most calls first. For most insurers that is claims.

Claims and FNOL apps

First notice of loss with guided photo and video capture, location, incident questions that branch by product, live status and secure messaging with the handler.

Policyholder self-service

Policy documents and cards, renewals, mid-term changes, payment method updates, named driver or beneficiary changes and certificate downloads.

Quote and buy

Short quote flows that call your rating engine, with saved quotes, identity checks and card payments through a tokenising processor.

Agent and broker apps

Client lists, quote comparison, document collection, e-signature and commission views for field sales. Built as enterprise mobile app development with SSO and managed devices.

Adjuster and surveyor apps

Job lists, offline inspection checklists, measurements, annotated photos and report generation on site.

Health and wellness cover

Member cards, provider search, pre-authorisation requests and claims for health plans, where health data rules apply. See healthcare app development.

Data protection rules that shape insurance app development

General facts for discovery, not legal advice. Your compliance team and counsel decide what applies to your products and markets.

UK and EU

Insurance apps routinely collect health information, for life, travel, pet and health cover or injury claims. Under UK GDPR, identifiable health data is special category data: you need an Article 6 lawful basis plus one of the ten Article 9 conditions, and some of those also need a DPA 2018 Schedule 1 condition. The ICO’s higher maximum fine is £17.5M or 4% of worldwide turnover, and EU GDPR goes to €20M or 4% for breaches involving special categories. In practice we separate health answers from general claim data, restrict who in the admin panel can see them, and log every view.

United States

Health plans are HIPAA covered entities, so a health insurer’s member app handles PHI, and any cloud provider storing it needs a business associate agreement, even if it only stores encrypted data. Our HIPAA compliant app development guide covers the build side. Property and auto insurers are outside HIPAA but may meet the CCPA thresholds, which bring rights to know, delete, correct and opt out.

UAE and Gulf

The UAE PDPL applies to organisations processing data of people in the UAE, including those based abroad, but not inside DIFC or ADGM, which have their own laws. DIFC fines run from US$25,000 to US$100,000 per infringement. Saudi Arabia’s PDPL is enforced by SDAIA.

AI in claims and pricing

If photos or answers feed an AI model, Apple’s Guideline 5.1.2(i) requires you to disclose sharing with third-party AI and get explicit permission. In the EU, the AI Act’s Annex III high-risk deadline moved to 2 December 2027; whether your use case is high-risk is a question for counsel before you build, not after.

Document capture that passes the first time

A claim is only as fast as its worst photo. Blurry invoices, a cropped licence or a dark image of water damage each add a round trip with the handler. We design capture as a guided camera flow rather than an upload button.

On-device text recognition from ML Kit or Apple’s Vision framework can read policy numbers, registration plates and invoice totals before the image leaves the phone, so the user confirms values instead of typing them. Damage detection is a bigger step and needs your labelled data; that work sits with computer vision app development.

What our capture flow checks

  • Edge detection and auto-crop for documents
  • Blur and glare warnings before upload
  • Required shots listed per claim type
  • Timestamp and location attached with consent
  • Chunked, resumable uploads on weak signal
  • Offline queue that sends when back online

The calculator gives a starting estimate from platforms, screens, features and backend. Discovery turns it into a fixed price with integrations and compliance work as visible line items.

Integrations common in insurance apps

The mobile app is usually the thinnest layer. The work is in connecting it to systems that predate smartphones.

Integration What it does Build note
Policy administration system Policies, endorsements, renewals, documents Often batch or SOAP; we put an API layer in front with caching. See enterprise app integration
Claims management system FNOL creation, status, handler notes, payments Map claim states early; the app must show every one of them
Rating engine Quotes and mid-term adjustment pricing Time-out and fallback rules so a slow engine doesn’t kill the quote
Identity and KYC vendor Identity checks, sanctions screening Use the vendor’s mobile SDK and store results, not raw images, where possible
Payments Premiums, instalments, excess payments Tokenised card capture; Google Play billing must not be used for bill payments. See payment gateway integration
E-signature and document generation Proposal forms, declarations, certificates Store signed PDFs with a hash in the audit log
Single sign-on Agent and staff access through your identity provider OAuth with PKCE in the system browser. See authentication and SSO

Security practices for insurance apps

Tested against OWASP MASVS, with fraud signals designed alongside your claims team.

  • Health, financial and claim data separated by sensitivity, with role-based access in the admin panel
  • Every view and change of a claim or policy recorded in an append-only audit log that compliance can export
  • Tokens in Keychain or Android Keystore, certificate pinning on API calls, no PII in logs or crash reports
  • Photo metadata validated server-side; duplicate image and reused-device checks sent as fraud signals, not hard blocks
  • App Attest and Play Integrity verdicts on claim submission to reject tampered builds
  • Biometric or PIN re-authentication before payout details or beneficiaries change
  • Push notifications that say “Your claim has an update”, never the claim details themselves
  • Retention schedules per data type, agreed with your compliance team before launch
  • Account deletion in the app, as Apple requires, with legal holds handled server-side

How we de-risk insurance projects

Our standard process from how we work, with gates for core systems and sensitive data.

Discovery and data map

One to two weeks. We list every data type the app touches, its sensitivity, where it is stored and who can see it, plus each core system and its API status.

Integration spike

The first sprint proves a round trip to the policy and claims systems in a test environment, so we know the real latency and failure modes.

Prototype the claims flow

A clickable prototype of FNOL is tested with real policyholders or call-centre staff before build. Most fixes are question order and wording.

Sprints with demo builds

Two-week sprints with TestFlight and Play internal testing builds running against test policies and sandbox payments.

Security testing and launch

MASVS-based testing, a penetration test if your policy requires one, then store submission with reviewer accounts. See mobile app security testing.

Insurance app development FAQs

Can you integrate with our policy administration system?

Yes. Most core insurance systems expose SOAP services, a REST API or scheduled exports. We build an API layer in your backend that translates those into mobile-friendly calls, caches what is safe to cache and queues writes when the core system is slow. The app never talks to the core system directly, which also limits your security exposure.

How do you handle health data in an insurance app?

We keep it separate from general claim data, encrypt it, restrict access by role and log every view. Under UK GDPR it is special category data needing an Article 9 condition, and US health plans are HIPAA covered entities whose cloud vendors need a business associate agreement. Your counsel confirms the lawful basis; we build to it.

Can the claims app work without a signal?

Yes. Claims capture works offline: answers, photos and videos are stored encrypted on the device and uploaded in resumable chunks when the connection returns. The user sees exactly what is still waiting to send. This matters for flood, storm and roadside claims, where signal is often the first thing to go.

Can AI assess damage from photos?

It can help, but it needs your labelled claims data and a clear rule for when a human reviews the result. Simple on-device text recognition for documents is quick to add. Damage assessment is a separate computer vision project. If personal data goes to a third-party AI service, Apple requires disclosure and explicit permission, and EU rules may apply.

Do premiums have to go through Apple or Google billing?

No. Insurance premiums and excess payments are financial services, not digital content, and Google Play’s payments policy says Play billing must not be used for bill payments. We integrate a card processor with tokenised capture, Apple Pay and Google Pay, or local gateways such as JazzCash and Easypaisa for Pakistan.

How long does an insurance app take to build?

Discovery takes one to two weeks and a focused first release, such as a claims or self-service MVP, typically follows in 8 to 16 weeks. Core system access is the biggest variable, so we test it in the first sprint. The app cost calculator gives a first budget range before we talk.
