If you are weighing Pakistan vs India for app development outsourcing, you have probably already noticed that most comparisons are written by a vendor in one of the two countries and arrive at the expected answer. We are a Lahore company, so we have the same interest. The way we handle it here is to compare only on figures you can check, say where the data runs out, and end where the evidence points: choose the team, not the country.
This post assumes you already know the basics of how to outsource app development to Pakistan: contracts, IP and the delivery model. Here we put the two countries side by side on time zones, rate bands, market scale, English and payment routes, then turn that into the vendor checks that decide whether a project goes well.
Pakistan vs India at a glance
Each figure has a named source and date. Where the two countries are measured differently, the row says so.
| Factor | Pakistan | India | What it means for a buyer |
|---|---|---|---|
| Time zone | PKT, UTC+5, no daylight saving | IST, UTC+5:30, no daylight saving | 30 minutes apart all year; overlap with the US, UK and Gulf is almost the same |
| Clutch page-one rate bands (2026; India list dated 18 Oct 2026) | 13 of 16 firms at $25–$49; 1 under $25; 2 at $50–$99 | 17 of 29 at $25–$49; 11 under $25; 1 at $50–$99 | Both cluster under $50; small samples, self-reported bands |
| Tech exports | IT and ITeS exports $4.6 billion, FY2026, up 21% (State Bank of Pakistan) | About $246 billion, FY2026, up 5.6% (NASSCOM estimate) | India’s industry is roughly 50 times larger; definitions differ, so read it as scale, not a precise ratio |
| Industry size indicator | 20,711 PSEB-registered IT and ITeS companies (May 2025) | About 5.95 million direct tech employees, FY2026 (NASSCOM estimate) | Different measures, not comparable line for line |
| EF English Proficiency Index 2025 | #67 of 123, score 493 (Low band) | #74 of 123, score 484 (Low band) | A narrow 9-point gap on one index of self-selected test-takers |
| Paying a vendor | Bank wire or Payoneer; PayPal does not serve Pakistani businesses | Not covered in this post | Confirm the route and currency in the contract with any vendor |

Time zones: half an hour that rarely matters
India Standard Time is UTC+5:30 with no daylight saving, per timeanddate.com. Pakistan Standard Time is UTC+5, also without daylight saving. So Lahore is always 30 minutes behind Bengaluru or Delhi, and both countries have nearly identical overlap with your office.
- UAE and Gulf: Dubai (UTC+4) is one hour behind Pakistan and 90 minutes behind India. Both give a near-full shared working day.
- UK: London is four hours behind Pakistan in summer and five in winter, and 30 minutes more behind India. A UK morning stand-up lands in the early afternoon in either country.
- US East Coast: nine or ten hours behind Pakistan, nine and a half or ten and a half behind India. Either way the team needs a planned evening overlap window plus written handoffs.
The half hour can decide which slot a recurring meeting falls in, but it will not decide your project. What matters is whether the vendor commits to a fixed overlap window and runs async handoffs properly. Our guide to working with a Pakistan dev team from the US sets out the routine, and it applies just as well to an Indian team.
Rates: two lists that overlap
Clutch is one of the few public sources that publishes agency rate bands by country, and both countries’ lists sit mostly under $50 an hour. On the Clutch India list (ratings updated 18 October 2026), 17 of the 29 firms visible on page one listed $25 to $49, 11 listed under $25 and one listed $50 to $99. On Clutch’s Pakistan list, 13 of the 16 page-one firms with a stated rate chose $25 to $49, one chose under $25 and two chose $50 to $99.
In those samples India had more firms in the lowest band. Before reading much into that, note three limits. The samples are small. Page one is ordered by Clutch’s ranking, not chosen at random. And the bands are self-reported, so a firm at the top of $25 to $49 and one at the bottom are in the same row. Clutch’s two published pricing guides do not even agree on which band India sits in, and Pakistan is missing from the app guide’s country table.
The practical reading: there is no rate advantage either way that you can bank on from directory data. The difference between two quotes for your scope will come from hours, seniority and what is included, not from the country. Our breakdown of app developer hourly rates by country shows how to compare quotes on hours by role.
Scale and depth
Here the two countries are not close, and it is better to say so plainly. NASSCOM estimates India’s tech industry revenue at about $315 billion in FY2026, up 6.1%, with exports of about $246 billion and roughly 5.95 million direct employees, as reported from its February 2026 release. Pakistan’s IT and ITeS exports were $4.6 billion in FY2026, up 21%, according to the State Bank of Pakistan. India’s tech exports are roughly 50 times Pakistan’s. Clutch’s India filter alone shows 10,757 app development companies.
What scale gives a buyer: more firms at every size, more specialists in narrow domains, and more vendors that have run very large, multi-team programmes. If you need to staff dozens of engineers quickly across several technologies, a market that size gives you more options to choose from.
What the smaller market means: Pakistan is a cost-competitive export sector growing from a smaller base, with IT and ITeS exports up 21% in FY2026. You have fewer firms to choose from, especially for very large programmes or narrow specialisms, so the shortlist is shorter in both directions. That is a description of market structure, not a claim that either country’s engineers are better. A typical app project needs one small cross-functional team, and both countries have many firms that can supply one.
English: what the index does and does not show
The EF English Proficiency Index 2025, which ranked 123 countries and regions, placed Pakistan 67th with a score of 493 and India 74th with 484. Both sit in EF’s “Low” band (450 to 499). Within Pakistan, EF scored Islamabad at 529, Lahore at 498 and Karachi at 496.
Treat this carefully. EF’s data comes from people who chose to take its online test, not from the general population, and certainly not from software engineers. A 9-point gap on one index does not support a claim that developers in one country communicate better than in the other. For comparison, Poland ranked 15th (Very High band) and the Philippines 28th (High band) on the same index.
For your project, the only English test that matters is the vendor’s written work: the proposal, a sample sprint report, a bug ticket and the questions they ask during scoping. Read those closely. They are the communication you will live with for months.
On time zones and rate bands, Pakistan and India are close to interchangeable. India has far greater scale; Pakistan is a smaller, fast-growing, cost-competitive market. None of that tells you whether a particular vendor will ship your app. Shortlist firms from either country on evidence, and let process, people and contract terms decide.
Payments, paperwork and incentives
For Pakistan the routes are well defined. Clients normally pay by international bank wire to the vendor’s company account or through Payoneer. PayPal does not currently serve Pakistani businesses for receiving payments, and Stripe does not list Pakistan among its supported countries. Wise sends rupees only to personal accounts, so it is not a route for paying a Pakistani company. Our guide on how to pay software developers in Pakistan covers invoices, billing schedules and the State Bank rules on the vendor’s side.
Pakistan also gives exporters reasons to stay formal. Firms registered with the Pakistan Software Export Board pay 0.25% tax on export proceeds against 1% for unregistered firms, and PSEB’s own page lists up to 100% foreign ownership and profit repatriation for IT companies. Registration is voluntary, so a PSEB certificate is a useful formality check, not a quality badge.
We have not researched India’s payment and export rules for this post, so we make no claims about them. Ask an Indian vendor the same questions you would ask a Pakistani one: which account receives the money, in which currency, which documents you will get, and who pays transfer fees. Tax treatment on your side depends on your own country, so check it with your accountant. This is general information, not legal or tax advice.
Compare us on evidence, not geography
Send the same brief you are sending to other vendors, in India or anywhere else. We reply within one business day and give you hours by role, a named team and the overlap schedule for your time zone, so the comparison is like for like.
Decision table: what the data settles and what it does not
For each factor, the second column says what country-level data can tell you, and the third says what to check in the vendor instead.
| Factor | What country data tells you | What to check in the vendor |
|---|---|---|
| Overlap hours | Pakistan and India are 30 minutes apart | A named overlap window in the contract and written daily handoffs |
| Budget | Both rate lists cluster under $50 an hour | Hours by role and phase for the same written scope |
| Very large or multi-team programmes | India’s market is far larger, so more firms have done this | References from programmes of a similar size |
| Small senior team with direct access | Both markets have many firms of this size | Who exactly is on your project and how much senior time is planned |
| English communication | A narrow gap on one index, both in the Low band | The proposal, sample sprint reports and scoping questions |
| Payment and formality | Pakistan: wire or Payoneer, PSEB registration available | Invoices from a registered company to a company account |
| Quality | Nothing; country data says nothing about a vendor’s code | Shipped apps in the stores, code samples, a paid discovery or trial |
No row favours either country on quality, because no public data supports that.
Vendor checks that matter more than the country
Run these with every shortlisted firm, in Pakistan, India or anywhere else.
- Install two or three apps they shipped and check them on real devices
- Meet the developers and lead who will work on your project, not only the sales contact
- Ask for a sample sprint report, a bug ticket and a release note
- Confirm code lives in your repository and store accounts are in your company’s name from day one
- Get an NDA signed before you share the idea in detail
- Read the IP assignment, governing law and exit clauses in the contract
- Agree the overlap window, meeting cadence and response time in writing
- Ask how they cover sickness, resignations and power or internet outages
- Call two references with projects similar in size to yours
- Start with paid discovery or a two-week developer trial before committing the full budget
When neither country is the right answer
Offshore delivery from South Asia is a poor fit in a few cases, whichever country you pick. If you need engineers in your office several days a week, or a regulator or customer contract restricts data access to your own country, look onshore. If your team cannot work asynchronously and needs live collaboration through the whole US working day, the overlap cost will eat into the savings. And if no one on your side can own product decisions, any outsourced team will build what was written down rather than what you meant.

FAQs: Pakistan vs India for app development outsourcing
Is Pakistan cheaper than India for app development?
Not in any way directory data can prove. On Clutch’s 2026 page-one samples, both countries’ firms clustered under $50 an hour, and India’s list had more firms under $25. The samples are small and self-reported. The cost difference between two vendors for your scope will come from hours, seniority and what is included, so compare written quotes for the same brief.
Which country has better time-zone overlap with the US or UK?
Practically neither. India (UTC+5:30) and Pakistan (UTC+5) are 30 minutes apart, and neither uses daylight saving. Both get a near-full overlap with the Gulf, a good UK morning overlap, and need a planned evening window for the US East Coast. The vendor’s overlap commitment and handoff discipline matter far more than the half hour.
Is India’s IT industry bigger than Pakistan’s?
Yes, by a wide margin. NASSCOM estimates India’s FY2026 tech exports at about $246 billion, while Pakistan’s IT and ITeS exports were $4.6 billion in FY2026 per the State Bank of Pakistan, so India’s are roughly 50 times larger. Pakistan’s grew 21% that year. Scale gives India more firms at every size; it says nothing about any single vendor’s quality.
Do Pakistani or Indian developers speak better English?
Public data cannot answer that. On the EF English Proficiency Index 2025, Pakistan ranked 67th and India 74th, both in the Low band, with a 9-point gap. The index covers self-selected online test-takers, not engineers. Judge English on the vendor’s written proposal, sprint reports and scoping questions, which is the communication your project depends on.
Can I split work between a Pakistani and an Indian team?
Yes, and the near-identical time zones make shared stand-ups easy. The risk is coordination, not geography. Give one side clear ownership of architecture and code review, keep one repository and one backlog in your accounts, and define how the teams hand work to each other. Without a single technical owner, split teams often duplicate work or argue over interfaces.
