Offshore mobile app development from Lahore

Outsource App Development to Pakistan, With the Trade-offs Spelled Out

If you plan to outsource app development to Pakistan, you need more than a low hourly rate. You need overlap hours that suit your time zone, a contract that hands you the IP, and a vendor who ships a working build every two weeks. This guide covers all of it, including the cases where Pakistan is the wrong choice.

We are MobileAppDevelopment.pk, an app development company in Lahore building iOS, Android and cross-platform apps for clients in the USA, UK, UAE, Europe and Australia.

  • NDA signed before discovery
  • Code in your repository from day one
  • Working demo build every two weeks
  • You own 100% of code, designs and store accounts

Why companies outsource app development to Pakistan

Pakistan’s software export sector is no longer a niche. According to the State Bank of Pakistan, IT and IT-enabled services exports reached a record $4.6 billion in FY2026 (July 2025 to June 2026), up 21% year on year, as reported by Daily Times. The same data shows Pakistani freelancers passed $1 billion in export earnings for the first time. That is a lot of foreign clients paying for work that ships.

The Pakistan Software Export Board (PSEB) had 20,711 IT and ITeS companies registered as of May 2025, according to PhoneWorld. Registration is voluntary and PSEB is not a regulator, so treat a PSEB number as a sign the vendor is a formal exporter, not as a quality badge. Registered exporters pay 0.25% tax on export proceeds against 1% for non-registered firms, which is one reason serious agencies register.

Talent and language

Lahore, Karachi and Islamabad each have engineering universities feeding a steady supply of developers who work in Swift, Kotlin, Flutter and React Native. English is the working language of contracts, documentation and most tech teams, so your specs, tickets and code reviews stay in English without a translation layer.

Time-zone geometry

Pakistan Standard Time is UTC+5 with no daylight saving. For the UK, UAE and Dubai and Europe that means a shared working day. For the US East Coast it means a planned overlap window plus async handoffs, which works well if you set it up deliberately and badly if you do not (see offshore app development for US businesses). The table below shows what to expect.

Time-zone overlap with Lahore by region

Pakistan does not change its clocks, so overlap shifts only when your region does. Plan meetings around the overlap column.

Your region Difference from Pakistan (UTC+5) What the overlap looks like Recommended working model
UAE / GCC (UTC+4) 1 hour behind Near-full working-day overlap Real-time collaboration, same-day calls any time
UK in winter (GMT) 5 hours behind UK morning = Lahore afternoon Daily stand-up at UK 9:00 or 10:00, written update at Lahore close
UK in summer (BST) 4 hours behind Strong overlap from UK start of day Same as winter with one extra shared hour
Central Europe 3 to 4 hours behind Most of the European morning and early afternoon Live collaboration plus end-of-day summary
US Eastern (EDT / EST) 9 hours behind (EDT), 10 hours (EST) Needs an evening shift in Pakistan Fixed 2 to 4 hour overlap window plus async handoff
Australia (Sydney) 5 to 6 hours ahead Lahore morning = Sydney afternoon Morning stand-up for Lahore, async the rest of the day

US clients: the overlap window is a contract item, not a favour. Agree the exact hours and who covers them before the project starts.

Pros and cons of outsourcing to Pakistan

Where it works well

  • Cost per delivered feature. Market rates are well below onshore salaries (see the cost logic below), so the same budget buys more engineering hours.
  • Full product teams. You can hire design, mobile, backend and QA from one vendor instead of stitching freelancers together.
  • Strong overlap for the UK, Gulf and Europe. Same-day feedback loops are normal.
  • Cross-platform depth. Flutter and React Native are widely used by Pakistani teams; ask to see live apps rather than taking it on trust.

Where it hurts

  • US time zones need discipline. Without a defined overlap window and written handoffs, a one-line question can cost a day.
  • Quality varies widely. More than 20,000 PSEB-registered firms means a long tail of weak ones. Vetting is your job.
  • Power and connectivity. Good teams run backup power and redundant internet. Ask, because some smaller shops do not.
  • Payments and paperwork. International wires, invoicing in USD or GBP and contract law choice need agreeing up front.

When NOT to outsource here

  • You need engineers on-site in your office several days a week
  • Your team works only in US hours and refuses async written communication
  • Your product is still an idea you cannot describe in a page, and you have no time for discovery
  • A regulator or customer contract requires data access only from your own country
  • You want the cheapest quote and will not review builds every sprint

How to vet a Pakistani app development vendor

Most bad outsourcing stories start with a vendor chosen on a slide deck and a price. The fix is cheap: ask for evidence, talk to the people who will actually write the code, and run a small paid piece of work before you commit the full budget.

Questions that separate delivery teams from resellers

  • Show me two apps you built that are live in the App Store or Google Play today. Who on this call worked on them?
  • Can I see a sample repository, pull request history or a redacted code review?
  • Who will be my day-to-day contact, and what hours will they keep?
  • How do you test on real devices, and which crash monitoring do you use (Crashlytics, Sentry)?
  • Is your company registered with PSEB, and in whose name will the App Store and Play Console accounts sit?
  • What happens to the code and accounts if we part ways mid-project?

Red flags

  • A fixed price quoted before anyone has asked about your users, integrations or admin panel.
  • Code kept in the vendor’s private repository until “final payment”.
  • Store accounts registered under the vendor’s name.
  • No named developers, only a sales manager.
  • Demos only in screenshots or video, never an installable build.

Payments, contracts and IP protection basics

Cross-border work feels risky because the legal remedy is far away. So design the deal so you rarely need one. The goal is that at any moment you hold the code, the accounts and the documentation, and you have paid only for work you have seen running.

What the contract should say

  • NDA before discovery. Signed before you share your idea, data or designs.
  • IP assignment on payment. All code, designs and documentation become yours as each milestone is paid, not at the very end.
  • Repository ownership. Code lives in your GitHub, GitLab or Bitbucket organisation from the first commit. The vendor gets contributor access you can revoke.
  • Store accounts in your name. Your Apple Developer and Google Play Console accounts, with the vendor added as a team member.
  • Governing law and dispute route. Agree it explicitly. Many clients choose their own jurisdiction or arbitration.
  • Exit clause. Notice period, handover checklist and what is delivered if either side ends the contract.

How payment usually works

Fixed-price projects are split into milestones tied to demos you can install, for example discovery sign-off, first feature build, beta and store release. Dedicated teams are billed monthly in advance; time and material is billed monthly in arrears from logged hours. Payment is normally by international bank transfer or an established payment platform, invoiced in USD, GBP or AED. Our guide on how to pay software developers in Pakistan explains the bank-wire and Payoneer routes.

Our standard terms are on the NDA and IP protection page, and our guide to protecting your app idea and IP when outsourcing covers the wider checklist, and our app development contract checklist goes clause by clause.

The communication model that makes offshore work

Distance is rarely the real problem. Ambiguity is. A team in the next room can build the wrong thing for a month; a team several time zones away cannot hide for more than two weeks if every sprint ends with a build you install on your own phone.

Our model is simple. You get one dedicated project manager who owns the plan and answers within the agreed hours. Work is tracked in Jira or Linear with acceptance criteria on every ticket. There is a short daily update in Slack or Teams, a weekly call, and a sprint demo every two weeks via TestFlight and Google Play internal testing. Decisions are written down, so nobody relies on memory of a call.

For US clients we add a fixed overlap window and an end-of-day written handoff, so your morning starts with answers rather than questions. Our guide to working with a Pakistan dev team from the US covers time zones and workflow in detail. The full cadence is on our mobile app development process page.

Engagement models: which one fits your project

The right model depends on how fixed your scope is and how much product management you want to do yourself.

Fixed price

Choose this if your scope is clear and stable, such as an MVP after discovery. You get one price and milestone payments. Trade-off: changes go through a change request, so it suits defined builds rather than exploration.

Dedicated team

Choose this if you have a roadmap, not a single project, and want to hire a dedicated app development team. A stable squad (mobile, backend, QA, PM) works only on your product, billed monthly. Trade-off: you need to keep the backlog full and prioritised.

Time and material

Choose this if requirements will change as you learn from users. You pay for hours worked against a budget cap you approve, with hours visible against tickets. Trade-off: the total is an estimate, so you control cost through scope decisions each sprint.

Staff augmentation

Choose this if you already have an engineering lead and need extra hands. Developers join your stand-ups and tools. We offer a two-week developer trial before you commit.

Cost logic: what you are really comparing

Agencies love to quote a savings percentage. We do not, because the answer depends on what you are comparing against and how much management time the offshore setup costs you. Here is the data we trust and how to use it.

The onshore benchmark

The US Bureau of Labor Statistics puts the median annual wage for software developers at $135,980 (May 2025), and the combined median for software developers, QA analysts and testers at $64.44 per hour, per the BLS Occupational Outlook Handbook. That is salary only. The employer’s full cost adds benefits, payroll taxes, equipment, recruitment and the months it takes to hire.

The Pakistan market band

On Clutch’s Pakistan app developer directory, 13 of the 16 firms with a stated rate on page one list $25 to $49 per hour; one lists under $25 and two list $50 to $99. Those are vendor rates, which include the vendor’s overheads, management and margin. They are market data, not our price list. For a data-only comparison with India, covering time zones, rate bands and market size, see Pakistan vs India for app development outsourcing.

What actually changes the total

  • Hours, not rates, drive most of the budget. A team that needs far more hours to ship the same scope can wipe out a rate gap.
  • Your management time is a cost. Budget a few hours a week from a product owner on your side for reviews and decisions.
  • Rework is the hidden multiplier. Clear acceptance criteria and sprint demos are the cheapest insurance you can buy.

Outsourcing risks and how to mitigate them

Every risk below is a common way offshore projects go wrong. The mitigation column is what you should insist on, whoever you hire.

Risk What it looks like Mitigation
Scope misunderstanding The first demo is not what you pictured Paid discovery with user flows, a clickable Figma prototype and a written scope before build
Hidden quality problems App works in demos, crashes in the field Real-device QA, automated tests in CI and Crashlytics or Sentry from the first beta
Vendor lock-in You cannot move the code or publish without the vendor Your repository, your store accounts, documented build and release steps (fastlane or Codemagic)
IP disputes Unclear who owns the code if the contract ends NDA before discovery and IP assignment on each milestone payment
Time-zone drag Questions sit unanswered for a day Agreed overlap window, daily written update, named contact on both sides
Key-person dependency One developer leaves and progress stops Code reviews, shared ownership of modules and a README that a new engineer can follow
Budget creep Small additions add up silently Change requests estimated in hours and approved in writing before work starts
Store rejection at launch Apple or Google reject the build days before a marketing date Review guidelines checked during design, test submission well before launch

If a vendor resists any item in the mitigation column, treat it as an answer in itself.

How we work with offshore clients in 5 steps

The short version of our process. Each step ends with something you can review, sign off or install.

Scoping call and NDA

A 30-minute call to understand your users, goals and constraints. We sign an NDA before you share anything sensitive.

Discovery (1 to 2 weeks)

Workshops, user flows and a written scope (our app requirements document template shows the format). You leave with a backlog, an architecture recommendation and a fixed estimate you can take to any vendor.

Design

Wireframes first, then a clickable Figma prototype you can put in front of users before a line of production code is written. See our mobile app UI/UX design service.

Build in two-week sprints

Code goes into your repository from day one. Every sprint ends with a demo build on TestFlight and Play Console internal testing, tested on real devices.

Launch and support

We prepare store listings, handle App Store and Google Play submission, and stay on for fixes, OS updates and the next release.

FAQ: outsourcing app development to Pakistan

Is it safe to outsource app development to Pakistan?

It is as safe as the contract and setup you insist on. Keep code in your own repository from day one, register store accounts in your name, sign an NDA before discovery and tie IP assignment to each milestone payment. Pay against installable builds, not promises. With those controls, the main risk is choosing a weak vendor, which careful vetting and a small paid first phase address.

How much does it cost to outsource app development to Pakistan?

Most of the cost is effort hours multiplied by a rate. On Clutch’s Pakistan directory, 13 of 16 firms with a stated rate on page one list $25 to $49 per hour. A small app may need a few hundred hours, a multi-role marketplace several thousand. Use our cost calculator for a ballpark, then ask for a fixed quote after discovery.

Can a Pakistani team work US hours?

Partly. US Eastern time is 9 hours behind Pakistan in summer and 10 in winter, so full US-hour coverage means a night shift that few strong teams sustain. The workable approach is a fixed 2 to 4 hour overlap window in the Pakistan evening, plus a written handoff at the end of each day. If you need eight live hours of US coverage daily, look onshore.

Who owns the code and the app when the project ends?

You should, and the contract should say so in plain words. With us, you own 100% of the code, designs and store accounts. Code lives in your repository from the first commit and IP transfers as each milestone is paid. If a vendor wants to hold code until final payment or publish under their own developer account, walk away.

Do I need a PSEB-registered vendor?

It is a useful signal, not a requirement. PSEB registration is voluntary and the board is not a regulator, so it does not certify quality. It does show the vendor is set up as a formal exporter, and registered firms pay 0.25% tax on export proceeds instead of 1%. Ask for the registration number and check it, then judge quality on live apps and code.

Which engagement model should I choose?

Pick fixed price when the scope is clear, typically after a discovery phase. Pick a dedicated team when you have an ongoing roadmap and want the same people month after month. Choose time and material when requirements will change as you learn. Choose staff augmentation when you already have a technical lead and need extra developers inside your own process.

How do I pay a Pakistani app development company?

Usually by international bank transfer or an established payment platform, invoiced in USD, GBP or AED. Fixed-price work is split into milestones linked to builds you can install and test. Dedicated teams are invoiced monthly. Avoid paying large sums up front for undefined work; a deposit for discovery followed by milestone payments keeps both sides honest.

How long does an outsourced app project take?

A focused MVP often takes around 8 to 16 weeks after discovery, while larger multi-role products run for months and ship in phases. Clutch reports a typical app project length of about 11 months across the projects it reviews. The biggest schedule risks are unclear scope and slow client feedback, not the time-zone gap.
